A separate expense was “for organizing a crowd of civilians to chant the friendship that exists between the United States and Ukraine,” according to media reports. Biden arrived in Kyiv on February 20. After the visit, Biden announced a new $500 million aid package for Ukraine, which included HIMARS MLRS, as well as “billions” in direct budget support.
